הנדון: תנועת "נכים שקופים".

בשנים האחרונות אני שותף במאבק הנכים בו אני נוטל חלק-מאבק שמטרתו העלאת קצבאות הנכות באופן שיאפשר לנו, ציבור הנכים במדינת ישראל קיום מינימלי בכבוד.
במסגרת מאבק זה הגעתי בתאריך 10.7.2018 לישיבה בועדת השקיפות של הכנסת שהוקדשה לנושא הדיור הציבורי. בתאריך זה צוין גם יום הדיור הציבורי.
בועדה פגשתי אישה בשם טטיאנה קדוצ'קין שהקימה תנועה חברתית שנקראת בשם "נתגבר"-תנועה שמנסה לסייע בקידום זכויותיהם של הנכים השקופים-קרי: אנשים שסובלים מבעיות רפואיות קשות, וגם מנכויות קשות אולם כלפי חוץ וממבט ראשון לא ניתן להבחין אצלם במאומה והם נראים בדיוק כמו כל אדם אחר. העובדה שנכותם של אנשים אלו(שגם אני נמצא ביניהם) אינה נראית כלפי חוץ גורמת בפועל לאפלייה ומניעת זכויות רבות להם זכאים נכים אחרים-משרדי ממשלה מאמצים פעמים רבות גישות שטחיות ורדודות מאוד אשר מביאות לכך שאנשים בקבוצה זו מסומנים כ"בריאים" כביכול. שלילת זכויות בלתי מוצדקת על סמך נראות חיצונית בלבד בהיקפים נרחבים מאוד היא כמובן התוצאה הבלתי נמנעת של תהליך זה.
בתנועתנו החדשה, תנועת "נתגבר" אנו מנסים להילחם בשלילת זכויות גורפת זו, להעלות את המודעות לנושא אצל הציבור הרחב וגם אצל מקבלי ההחלטות במדינת ישראל.
מסיבות אלו אני משתף הודעה זו ברשתות החברתיות השונות-ואודה לכל מי שנתקלים בה באם יוכלו להמשיך ולשתפה ברשתות חברתיות, פורומים אינטרנטיים ובמסגרות רבות ככל הניתן.

7)להלן מספר מלות הסבר על תנועת "נתגבר" שהופיעו בעיתונות:
טטיאנה קדוצ'קין, אזרחית מהשורה, החליטה להקים את תנועת 'נתגבר' לעזרתם של מי שהיא מכנה אותם "הנכים השקופים".
עד כה התכנסו אל התנועה שלה כ-500 איש מכל רחבי הארץ. בראיון ליומן ערוץ 7 היא מספרת על המיזם ועל אותם נכים שלא זוכים לסיוע ראוי ומספיק מהגורמים הרלוונטיים, רק משום שהם שקופים.
לדבריה את אוכלוסיית הנכים ניתן לחלק לשתי קבוצות: נכים עם כסא גלגלים ונכים ללא כסא גלגלים. את הקבוצה השנייה היא מגדירה כ"נכים שקופים" מפני שלדבריה אינם מקבלים את אותם השירותים כפי שמקבלים הנכים עם כסא הגלגלים, למרות שהם מוגדרים בעלי 75-100 אחוזי נכות.
אנשים אלו, היא מסבירה, אינם יכולים להתפרנס לבד, והם זקוקים לעזרת השירותים הנוספים שזכאים להם הנכים עם כסאות הגלגלים. לדוגמא, הנכים השקופים מקבלים קצבת נכות נמוכה מביטוח לאומי, לא מקבלים תוספות מסוימות כמו קצבת שירותים מיוחדים, קצבת מלווה, קצבת ניידות וכן הם מקבלים קצבה נמוכה יותר ממשרד השיכון.
לפי המחקר שערכה קדוצ'קין נכים שקופים אלו רעבים ללחם למרות הניסיון לטעון שבישראל של 2016 אין אנשים רעבים ללחם. עוד קובע המחקר שביצעה כי אחוזי ההתאבדות בקרבם גבוהים. בתנועה שהקימה היא פועלת להכנסת הנכים השקופים לרשימות ההמתנה לדיור ציבורי. זאת מאחר ולדבריה הם אינם נכנסים לרשימות אלו בדרך כלל למרות שהם אמורים להיות זכאים. היא מקיימת לא מעט מפגשים עם חברי כנסת ואף משתתפת בישיבות ודיוני ועדות רלוונטיות בכנסת, אך לדבריה המסוגלים לסייע אינם מקשיבים והמקשיבים נמצאים באופוזיציה ולכן אינם יכולים לסייע.
כעת היא קוראת לעוד ועוד נכים "שקופים" לחבור אליה, לפנות אליה על מנת שתוכל לסייע להם. להערכתה לו יימשך המצב כפי שהוא כיום לא יהיה מנוס מהפגנת נכים שיתבעו את זכויותיהם ואת התנאים הבסיסיים למחייתם.
