Legislation Basic Law: Social Rights It is the next necessary step in the democratic development of the State of Israel. If the basic laws enacted over the years – primarily the Basic Law: Human Dignity and Liberty and the Basic Law: Freedom of Occupation – have anchored individual rights and economic freedom, it is time to complete the picture and also anchor basic social rights: the right to housing, health, education, social security and a dignified existence.

Why is this essential now?

1. Creating a true safety net for every citizenIn the reality of high cost of living, social gaps, and unequal opportunities, a Basic Law of Social Rights will ensure that the State of Israel bears a clear and binding responsibility for ensuring basic living conditions for every person.

2. Strengthening trust between the public and the stateWhen social rights are enshrined at the constitutional level, citizens know they have a stable anchor that is not dependent on temporary political or budgetary changes. It is a message of responsibility, commitment, and stability.

3. Completion of the Constitutional RevolutionSince Aharon Barak's historic rulings in the Supreme Court, a constitutional concept based on fundamental rights has taken shape in Israel. However, without an explicit anchoring of social rights, constitutional protection remains only partial.

4. Promoting real equality, not just formal equalityEquality is not just the right to choose and be chosen – but also the practical ability to realize your life with dignity. A Basic Law of Social Rights will ensure that every boy and girl receives an equal opportunity to grow, learn and succeed.

Investing in the future of us all

Many democratic countries have already enshrined social rights in their constitutions. Even in Israel, where there is a deep emphasis on the values ​​of mutual responsibility and social justice, there is room to ensure that the right to a dignified existence is not an abstract promise – but a binding legal obligation.

The enactment of a Basic Law on Social Rights is not a sectoral or political move; it is a national move. It expresses a view according to which a strong society is measured not only by its security or economic strength, but also by its ability to ensure basic well-being for each of its members.

It is time to complete Israel's constitutional vision – and give real validity to the principle of a Jewish and democratic state that respects not only human freedom, but also their right to live with dignity.

2) I am not a professional or a plumber, and I have no ability to fix such things. Also, I live on a very low income - a disability allowance from the National Insurance Institute. I cannot afford to pay for such a repair.

So I would like to know what the solution is in this case.

1) The building where I live has not had a house committee for many years.

2) I am a person living with a physical disability, and I am unable to physically access the water meter.

3) I am not a plumber or a professional in the field, and I am not able to repair anything if there is something that requires repair of one kind or another.

4) I live on a very low income - a disability allowance from the National Insurance Institute. I cannot afford to pay a plumber privately for such a repair.

5) I do not own the apartment I live in. You should contact the owner of the apartment about this matter, not me.


So I ask you, and in every way possible, to stop bothering me about this matter.

Attached is documentation of the water meter menorah located behind the building.

I would like to inform you that the Gihon Company has no knowledge of who the building's house committee is and we do not have the authority to check this.


An inspection I conducted revealed that the water meter associated with property number 1360354 was not replaced because the water network (in other words, in the private pipes) after and before the water meter is rotten.

The shared water pipe in the property is located between the main water meter and the residential water meters.


By law, The responsibility for the integrity of the private and shared water pipes in the property applies to consumers, with all that this implies..

You recently sent me the attached message regarding a problem related to my apartment's water meter.

Regarding your questions:

In order for us to know how to handle this, I need some details from you:


  1. Where exactly is the water meter located? (Inside the apartment, at the entrance to the apartment, in a stairwell, or in a common area)

2. If possible - take a picture of where the meter is located and the condition of the network.


Additionally - is there a house committee in the building? If so, who is the representative and how can I contact him?


I will answer that:

1) I don't know exactly where the water meter is. It's probably in the building's yard - a place I don't have access to because of my physical disability.
